Proven Leadership

Thomas has over twenty-five years of military experience including eight years as a senior United States Army Civil Affairs Officer culminating as a Lieutenant Colonel. Additionally, he has over twelve years of civilian experience with the United States Department of Defense. His area of expertise is in U.S. military doctrine development with an emphasis on Countering Weapons of Mass Destruction (CWMD); Countering Threat Networks (CTN); Chemical, Biological, Radiological, and Nuclear (CBRN) Response; and Nuclear Operations. He is skilled in strategic, operational, and tactical-level planning of military operations. He is a certified Joint Countering Weapons of Mass Destruction Planner and is an Advanced Nuclear Weapons Planner.

CWMD/CBRN/CTN Doctrine Expert

Thomas leads a team of doctrine writers for the Defense Threat Reduction Agency (DTRA). He is part of the writing group for U.S. Joint Publication (JP) 3-40 Joint Countering Weapons of Mass Destruction, and JP 3-25 Joint Countering Threat Networks. He is also a technical reviewer on JP 3-11 Operations in Chemical, Biological, Radiological, and Nuclear Environments, JP 3-41 Chemical, Biological, Radiological, and Nuclear Response, and JP 3-72 Joint Nuclear Operations. His focus is on educating the military community of the ever-changing challenges associated with pathway defeat, counterproliferation, and nonproliferation of weapons of mass destruction and the networks that support them.
